The Family Court is set up by Article VI Section 13 of the New York State Constitution and by the Family Court Act in each county and in the City of New York:

New York City Family Court

10th Judicial District Suffolk County Family Court.  Suffolk County is Long Island east of Nassau County.

10th Judicial District Nassau County Family Court.  Nassau County is between Brooklyn (Kings and Queens) and Suffolk County.

Upstate New York:

3rd Judicial District Family Court.  It does child support and paternity cases of course.  Serves Albany, Columbia, Greene, Rensselaer, Schoharie, Sullivan, and Ulster Counties.

4th Judicial District serves Clinton, Essex, Franklin, Fulton, Hamilton, Montgomery, St. Lawrence, Saratoga, Schenectady, Warren, and Washington Counties.

5th Judicial District serves Herkimer, Jefferson, Lewis, Oneida, Onondaga, and Oswego Counties.

6th Judicial District serves Broome, Chemung, Chenango, Cortland, Delaware, Madison, Otsego, Schuyler, Tioga, and Tompkins Counties.

7th Judicial District serves Cayuga, Livingston, Monroe, Ontario, Seneca, Steuban, Wayne, and Yates Counties.

8th Judicial District serves Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Niagara, Orleans, and Wyoming Counties.

    Erie County Family Court in Buffalo.

9th Judicial District serves Dutchess, Orange, Putnam, Rockland, and Westchester Counties.

    Dutchess County Family Court

    Westchester County Family Courts in New Rochelle, White Plains, and Yonkers.

New York State Consolidated Laws Chapter 8 Article 52 provides for enforcement of money judgments.  Sections 5241 and 5242 provide for income garnishment to enforce support orders.  Section 5250 provides for the arrest of a judgment debtor and is not limited to support judgments as the New York State Constitution does not have an imprisonment for debt clause.

New York State Consolidated Laws Chapter 14 is the Domestic Relations Code.

New York State Consolidated Laws Chapter 686 is the Family Court Act.

Article I Section 1 of the New York State Constitution is a due process clause.

Article I Section 5 of the New York State Constitution prohibits excessive fines and bails, and cruel and unusual punishments.

Article I Section 11 of the New York State Constitution requires equal protection of the laws.

Article VI of the New York State Constitution sets up the New York State Unified Court System and its Article VI Section 13 sets up the Family Court in each county and in the City of New York.
